Connor, who turns 20 later this month, was loaned out to Partick Thistle to gain further experience, but injuries limited him to just three appearances for the Jags.
Born in the Wirral, Connor signed a one-year professional contract with Everton in summer 2007 and impressed in the Toffees' second string, but was released in the summer of 2008.
He is the third signing since the New Year for head coach Andy Cale, following the arrival of Conall Murtagh from Wrexham and Matthew Berkeley from Hyde United.
